CppCMS is a web framework for C++ website development.
C++ seems impractical for coding websites.
However, anything except maybe Python (and ASM and binary of course) cannot compare with the speed of C++.
CppCMS is made for huge websites that will need to handle a bunch of incoming connections, and aims for nothing more than being a decent web framework.
You could call CppCMS the “C++ Django”, as it has more or less the same features.
